Overview on Alberta Immigrant Nominee Program

Alberta Immigrant Nominee Program (AINP) is an economic immigration program for Alberta to nominate skilled immigrants to settle in the province as permanent residents. AINP is one of the Provincial Nominee Program (PNP) that allows the Canadian provinces & territories to fulfill their demands for skilled workers in the labour market. Alberta PNP is run by the Alberta provincial government and federal government

If you are successfully nominated by the province as a permanent resident, you can also apply for the same status with your spouse, common-law partner, and dependent children. You have to submit your PR Visa application to Immigration, Refugees & Citizenship Canada (IRCC), and they have the final decisions on your application.

What are different Alberta PNP immigration streams?

We can divide Alberta PNP immigration streams into two categories:

  • Streams for Workers
  • Streams for Entrepreneurs

1. Streams for Workers

There are two immigration streams for workers who want to work in or are currently working in the province:

a). Alberta Opportunity Stream (AOS)

Alberta Opportunity Stream is for temporary foreign workers who have a full-time job offer from an Alberta employer in an eligible occupation and are already working in the province. 

Here are the minimum requirements for the AINP Opportunity stream:

Connection to the province

Must have a valid work permit for an eligible occupation under the following scenarios:

  • A positive Labour Market Impact Assessment (LMIA);
  • A valid LMIA-exemption (that includes International Experience Canada);
  • A Post-Graduation Work Permit (PGWP) with your occupation related to your field of study;

Work Experience

Must be working in an eligible occupation in Alberta that matches your previous work experience.

Language Proficiency

  • Must show proficiency in English or French, equivalent to Canadian Language Benchmark (CLB) level 4.


  • Must have completed a minimum of secondary education in their home country.

Work Experience

When submitting your request, you must have either:

  • A minimum of 12 months of full-time work experience in your current occupation in Alberta within the past 18 months, or
  • A minimum of 24 months of full-time work experience in your current occupation in Canada or abroad within the past 30 months or both;

Document checklist for Alberta Opportunity Stream:

  • Valid passport
  • Work permit
  • IELTS test result
  • Labour Market Impact Assessment (LMIA) OR Evidence of Exemption
  • All your secondary and post-secondary degrees, diplomas and certificates, AND ECA certificate
  • Employment reference letters
  • Alberta job-offer and employment contracts

Also, you have to submit CAD 500 as your application fee to the immigration authorities.

b). Alberta Express Entry Stream

AINP Express Entry Stream allows the province to nominate skilled workers from the federal government’s Express entry program to settle in the province as permanent residents.

If you have strong ties with the province or can help the province in its economic development and diversification priorities, you may be asked to submit your application. International students who have graduated from a Canadian post-secondary institution can also apply under this stream.

There are two steps under this stream:

  • Your express entry profile will receive a Notification on Interest (NOI) from AINP. Only, if you get an NOI you can inform AINP that you’re interested in applying for this stream.
  • You will be then invited to apply for provincial nomination. All the completed applications are then placed in a pool of eligible applicants for review for processing.

Also, here are ways through which you can increase your chances of getting the provincial nomination from Alberta:

  • An Alberta job offer and/ or work experience;
  • If you’re a graduate from a Canadian post-secondary institution;
  • You have a family member (child, parent, brother/sister) living in the province as a permanent resident or as a Canadian citizen;

2. Streams for Entrepreneurs

Alberta PNP has three immigration streams for entrepreneurs who want to live and buy or start a business in the province.

a). International Graduate Entrepreneur Immigration Stream (IGEIS)

This immigration stream is for qualified international graduates from a post-secondary institution in the province to apply for permanent residency if they want to establish or operate a business in Alberta.

To apply under this stream, you have to meet the below-mentioned eligibility criteria:

  • Completed minimum of two years of full-time degree or diploma for a publicly funded post-secondary institution in Alberta;
  • Have a Post-Graduation Work Permit (PGWP) that is valid for up to 2 years;
  • Minimum Canadian Language Benchmark (CLB) level 7;
  • Must establish a new business or purchase an existing business in Alberta with a minimum 34% ownership interest. The proposed business type must not be on the list of ineligible businesses;
  • Have a minimum of 6 months of full-time work experience which may be a combination of active management or business ownership or equivalencies;

b). Self-Employed Farmer Stream

This immigration stream is for entrepreneurs who have the financial resources and farm management experience to establish a new farm or purchase an existing farm in Alberta.

You have to submit your application with a proposed business plan to the Alberta PNP. They will consult with Alberta Agriculture and Forestry to make sure your business plan is feasible and viable, and meet the demands of the agricultural industry in the province.

Here are the eligibility criteria for AINP Self-Employed Farmer Stream:

  • Prove that you have the required farm management skills. You can prove this with the help of:
    • Financial documentation of an existing farming business
    • Documentation of education, training, and work experience
  • A proposed business plan for the farming business you are considering in Alberta
  • Proof that a Canadian financial institution is willing to finance your proposed farming business
  • Must be able to invest a minimum of CAD 500,000 in equity in a primary production agricultural business in Alberta;

c). Foreign Graduate Start-Up Visa Stream

The Starter Visa for International Graduates Stream (FGSVS) is an economic immigration program for qualified internationally educated graduates from outside of Canada who wish to launch start-ups and innovative businesses in Alberta.

Here are the eligibility criteria for Alberta PNP’s FGSVS:

  • Minimum of 6 months of full-time work experience which may be a combination of management or active business ownership or equivalent;
  • A 2-year degree from a post-secondary institution outside of Canada with a valid Educational Credential Assessment (ECA);
  • A business plan with financial forecasts;
  • A 10-minute presentation (slides only) that describes the proposed business venture and focuses on what an investor would like to see;
  • Minimum CLB level 7 for each language skill (Reading, Writing, Speaking & Listening);
  • Must own at least 34% ownership if the business is located in an urban center or at least 51% ownership if it is located in an area outside of the census metropolitan areas of Calgary and Edmonton;
  • A minimum level of equity investment of the candidate (or their spouse or common-law partner) or a recognized Canadian financial institution, venture capital, or angel investment company before coming to Alberta. The minimum mandatory investment for an urban center is $ 100,000 while the minimum mandatory investment for a regional area is $ 50,000;
  • Must have a letter of recommendation from a designated body approved by the AINP;
  • Applicants must demonstrate that they have the necessary funds to set up their business and support themselves while they are on a work permit and launch their start-up;

What is the limit for Alberta PNP provincial nomination allocations?

IRCC sets limits for nominations the Alberta PNP can issue each year. The total number of invitations AINP can issue in 2021 is not yet available.  

AINP’s Opportunity stream has approximately 950 nominations and 250 Expression of Interest applications in the Alberta Express Entry pool.
